Sorry; like many Web sites, this one is built with frames.
Frames are divisions of your screen space. A designer divides the Web page that you see on the screen, to make several parts, each of which does certain things.
Trust me, you need a browser that can handle frames. As of April 2001, the best browser available (provided you have 70 megabytes of space on your hard drive) is Internet Explorer 5.50. It's free. You simply go to Microsoft Corporation, and download it. Unless you have DSL or a cable modem, it takes a while . . . but It's well worth the trouble. You'll be able to access a multitude of excellent Web sites exactly as they were meant to be seen.
