Welcome and Attendance
Inspector Quan welcomed everyone to the meeting and introduced Supt.
Fernandes. Each CPLC member briefly introduced themselves including the
committees they are involved in. Supt. Fernandes advised he would like to
re-direct the way of how the CPLC operates, mainly to concentrate on crime
prevention in the area and to come up solutions to solve the problem. He
believes everyone should take part and contribute to events being held on
behalf of the CPLC.

Unit Commander’s Report
a)
Crime Management Report: S/Sgt. McDonald
advised all that the 7 major crime indicators are currently down.
b)
Community Report:
S/Sgt McDonald stated there are currently 14 community complaints, mostly
consisting of ongoing issues in parks due to the weather.
c)
Traffic Report:
S/Sgt. McDonald mentioned there are 10 active traffic complaints, 6 of which
are in relation to speeding. There were two traffic campaigns that took
place last week - Back to School Campaign from September 6 – 16 and Canada
Road Safety Week from September 12 – 18.
d)
Safe Schools:
S/Sgt. McDonald advised that the School Resource Officers in each school has
come up with their own initiatives involving their students. PC Waddell has
created a project “Own It” which lets students take pride in their new
school John Polanyi Collegiate Institute (JPCI). PC Couto has started a new
program called Fit4Life which focuses on the student’s overall health and
well-being. Both PC Wright and PC Rumney have continued with their programs
from last year, the chess club at Newtonbrook and the hockey program at
Northview.

OACP Grant Program
S/Sgt. McDonald stated that the $800.00 will be used towards the initiatives
created by the School Resource Officers.

Poster Contest:
Lorrie stated that Tony will join her on the committee now that Donna has
left the CPLC.
c)
Yorkdale:
Keith informed the Yorkdale project will be running from November 5 – 13. He
will need volunteers to man the booth on November 5, 6, 12 and 13th
from 12:00 to 4:00PM.
d)
Police Week:
No update
e)
Youth/Skate Day:
Sam brainstormed ideas for the upcoming Skate Day including possible
location details and date.
f)
OSAID:
Tony advised that the students from Loretto Abbey created a project called
Arrive Alive. He inquired whether it would be possible for the CPLC to help
raise funds, the project costs a total of $665.00 and George managed to
collect $200.00 from CIBC.
g)
Recruitment:
Lorrie thanked S/Sgt. McDonald for joining the CPLC. She advised that the
members S/Sgt. McDonald wanted to recruit were unavailable to attend due to
work. The issue with recruiting new members is that often times people work
during the day. Members discussed the possibility of changing the meeting
times to evenings in order to attract more people from the community.
h)
Anti-Racism Book:
Rick G. mentioned that the books have been sent to Community Mobilization
and have been distributed to the School Resource Officers to be handed out.
The ceremony will be taking place sometime in the spring.
i)
Town Hall:
No update.
j)
Scholarship Program:
Rick G. advised in order to develop multiple scholarships fundraising will
be required. He advised Supt. Fernandes will have a draft letter created for
next meeting.
k)
BARC:
Gael presented the BARC brochure to Supt. Fernandes. She updated members on
events she had attended.
l)

Balance as of last bank statement dated 29 July: $2611.13
We also have $1000 annual grant from Police Board which I believe was
reinstated after cancelation.
Total is $3611.13
$800 of total is committed to OACP program

This year’s silent auction brought in $1915 for the year
Computer sale brought in $899.45,
$250 refund from this was made for defective computer.
$500 was spent for CPLC scholarship banquet table.

Round Table
a)
Bill welcomed Supt.
Fernandes to the CPLC.
b)
George advised of a
recent sexual assault situation that had occurred at Cummer Lodge involving
a nurse. The staff was confused on how the situation was approached and the
lack of sensitivity when dealing with the situation possibly since it
involved newer and younger officers.
c)
d)
Judy suggested that
the prizes that were not successful in the silent auction should be
displayed and sold at a lower cost to make a profit. A list of the unsold
items will be provided at a later date.
e)
Lorrie advised anyone
who wishes to have the CPLC Display at an event should e-mail the co-chairs,
the inspector, and herself. Request should be done as soon as possible and
at least 2 weeks before the event. The display has to be manned by a
civilian member of the CPLC.

Welcome and Attendance
Rick R. welcomed everyone to the meeting. He introduced Sherene Stefaniuk
who works out of Headquarters and is in charge of CPLC and volunteer members
and Erin Cimino who lives within the 32 Division area.

Review and Acceptance of Previous Minutes
5f) Tony advised the two students from Loretto Abbey were selected to be on
the Student Advisory Council (SAC) for OSAID.

Regarding the treasurer’s report, George suggested the format of the report
should be changed.
11.
Unit Commander’s Report
a)
Crime Management Report: Supt. Fenton advised
the 7 major crime indictors have gone down by 7% which is down 1% compared
to last year. There has been an increase of 40 break and enters sporadically
across the division which is approximately a 13% increase. The trends for
break and enters are opportunistic which means depending on their motive and
nature for example it could be items that are easily sold to make a profit
or to be kept for themselves.
b)
Community Report:
S/Sgt McDonald mentioned there are currently 12 disorderlies and 1 drug
complaint. Once the school year ends the School Resource Officers will
continue to stay on day shift to gather intelligence information in hopes to
change the current method of solving break and enters and drug activity
within the division.
c)
Traffic Report:
S/Sgt McDonald stated there are currently 13 active complaints, 6 of which
are related to speeding. In regards to speeding complaints, we have sent out
speed studies to the City which can take six months or more to be initiated
and is not cost efficient. With that in mind, complaints will be assigned to
a Traffic Officer and they will be sent to the location of the complaint to
conduct observations and set up enforcement if deemed required. “Safe Cycle”
is 32 Division’s traffic imitative, the program targets youths 6 – 12 years
of age and educates them on road and equipment bicycle safety.
This is an education program and not an enforcement initiative.
Officers will be attending public schools and community events to
disseminate this program.
d)
Safe Schools:
S/Sgt. McDonald advised Northview will start “Gallop to Greatness” in
September which is funded by Proaction Cops and Kids. At Earl Haig, MADD
attended the school and presented the Shattered presentation. The total cost
for the presentation was $700.00, $200.00 of it will be covered using the
grant offered by the CPLC. A robbery was committed on the pathway from
Centerpoint to

OACP Grant Program
Rick R. recalled the monies had to be spent in regards to the impact of
drinking and driving had on the driver. Within the four schools $800.00 was
to be split equally giving the amount of $200.00 to each school. If a school
will not be using the funds provided, that money can be used towards another
school to cover costs if necessary.

Rick R. stated all the armbands were given out at the Yonge-Lawrence BIA
event.

Poster Contest:
Lorrie thanked everyone for helping out with the presentation on May 25th
and there was media coverage by the North York Mirror.

Rick R. regrettably announced that Rick O. had put in his resignation to the
CPLC effective June 14th due to his current workload.

On May 18th, Tony sent an e-mail to the CPLC with each student’s conference
review attached. He questioned whether the idea of fundraising money or
asking OSAID for a donation would be possible to send the students for next
year.
g)
Recruitment:
Lorrie advised she had e-mailed to Sam and Andrew regarding CPLC procedures
and she welcomed

Anti-Racism Book:

BARC:
Gael stated Ranger and herself raised $1500.00 for a walkathon they’ve
participated in. Currently there are no standards available for dog
harnesses as they have not been tested as of yet. She advised she would like
BARC information be added onto the CPLC website.

Unit Commander’s Report
a)
Crime Management Report: Insp. Quan advised
that the 7 major crime indicators are currently down 6% except for robberies
and break and enters. When a person is arrested for a crime those charges
are also compared / related to other incidents that have occurred throughout
the city and other regions, investigation may no longer stay within the
division. Debriefing / Intelligence gathering is shared across the
divisions.
b)
Community Report:
S/Sgt Dove mentioned there are currently 13 complaints regarding
disorderlies and 1 drug complaint occurring within schools, parks and strip
malls due to the warmer weather.
c)
Traffic Report:
S/Sgt Dove advised there are 13 active complaints, 6 speeding complaints
which are awaiting traffic speed studies results. Sgt. Campanile stated the
week of May 9-16th 32 Division completed its 1st
traffic initiative out of 3. “Step Up” project was to prepare and educate
cyclists and pedestrians on safety which resulted in approximately 1000
people spoken to, 150 safety pamphlets were handed out, 428 tickets were
given, 5 of which were impaired related.
d)
Safe Schools:
S/Sgt. Dove stated there has been a rash of thefts occurring at the pathway
from the school to Centerpoint Mall, some arrests have been made. At Earl
Haig, overall has been quiet they are planning to use the $200.00 to set up
a presentation involving MADD and TSV. Sir Sandford Flemington had their
event on April 29th which Supt. Fenton and S/Sgt. Dove attended.
Prom is coming up at Northview, the $200.00 was to be used to create posters
for the event, however they was not enough time therefore the money will be
carried over for next year.

Seniors:
Insp. Quan advised he hopes to start a seniors’ initiative in September with
Shopper’s Drug Mart that can be included in on their Seniors Day. Rick G.
claimed the armbands can be found at Canadian Tire at a cheaper cost.
b)
Poster Contest:
Lorrie mentioned the presentation will be on May 25th at 12:00PM
followed by lunch at the North York Civic Centre. Keith and Rick R. are not
able to make it. Angela will replace Keith. Both Superintendent Fenton and
Inspector Quan will be present to assist with the awards. Everyone is
invited to attend. Lorrie requested 4-6 volunteers to hand out TRIP's
Anti-Racism non returnable questionnaire, which Rick G. will provide.
c)

Police Week:
Judy stated approximately $971.00 was raised plus the donated $50.00 cheque.
e)
Youth/Skate Day:
Rick O. wanted to know if there was anyone interested in volunteering to
hand out the armbands on June 11th from 11AM to 2PM.

Tony mentioned the girls who attended the OSAID conference will be expected
to write a synopsis about their experience.

Business Arising
On March 22, 2011 the board suspended the CPLC spending of $1000.00 due to
budget cuts. Therefore, this year’s money raised from the silent auction
along with last year’s amount raised of approximately $1400.00 will be used
to support committees and programs for 2012.

Unit Commander’s Report
a)
Crime Management Report: Insp. Quan advised
that the 7 major crime indicators are currently down 6% except for break and
enters. A person has been arrested in relation with taxi robberies in the
area. Appliance thefts are occurring in areas where houses are being newly
built and/or renovated, cube vans are being “borrowed” during the night to
move the appliances and the vans are being returned by the end of the night.
b)
Community Report:
S/Sgt Dove mentioned that due to the nicer weather disorderlies in parks are
rising. Officers are required to get re-qualified on bikes every year and
getting the fitness pin is mandatory. Officers on bikes are a good tool as
people aren’t expecting them.
c)
Traffic Report:
S/Sgt Dove advised that the complaints officers are working on speed
complaints. Traffic Campaign: Provincial Seat Belt Campaign runs from
Wednesday April 13, 2011 until Saturday April 23, 2011. The campaign is a
combined public awareness and enforcement campaign that is aimed at getting
more drivers and passengers to buckle up. Drivers being stopped at the RIDE
spot checks have been approximately 98% compliance, only issue left is that
drivers are still on their cell phones. On May 5th, Councillor
John Filion will be hosting a meeting at

Safe Schools:
Sgt. Vendramini stated that at Earl Haig during the month of March thefts
have gone down. In April on two separate incidents, two students were
suspended for theft and four students were spoken to regarding replica guns
which were being used for a school project. Last month at Newtonbrook, there
were four thefts that occurred in the change rooms. Students participated in
a mock trial competition which had leaded them to the semi-finals. On March
23rd at Northview, there was a guest speaker from Traffic
Services speaking about impaired driving. There was one arrested for
extortion, this is the first incident to occur at the school. There have
been disorderlies i.e. loitering and drugs at the Bathurst/Finch plaza due
to nicer weather. It has been quiet overall at Sir Sandford Fleming,
students have been focusing on graduating. The school will be moving in
September to
27.

Seniors:
Rick G. advised that an order of armbands had been made from Rick O. through
the BIA, the purpose of the armbands is to educate seniors. On March 21st,
his office had created a draft copy of an elder abuse questionnaire.

b)
Poster Contest:
Lorrie mentioned the final judging took place last night with Supt. Fenton,
Insp. Quan and teachers from Northview and William Lyon Mackenzie. The
presentation is to be on May 25th from 12:00 to 2:30PM at the
North York Civic Centre, still not confirmed. The only issue is whether the
committee will be approved to provide a free luncheon.
c)
Yorkdale:
Insp. Quan advised that Cops For Cancer will be on May 7th in the

S/Sgt Dove advised that Police Week is during the third week of May, however
the barbeque will still take place on May 12th.

Rick R. attended the
mock trial, it was very educating and overall a good event.
b)
Insp. Quan mentioned
the Cathy Fontana Cup, it was a memorial hockey game for Cathy who was a
station operator at the division who had cancer. The event was well attended
which raised approximately $2000.00. A thank you goes out to Yorkdale for
their donation, the money was donated to the Canadian Cancer Society on
behalf of Cathy. He advised he is now involved with Toronto Community
Housing.
c)
S/Sgt Dove advised
the next meeting has been set for June 15th at Headquarters
in boardroom 10A from 6:30 to 9:00PM. Anyone arriving early can contact
Sherene Stefaniuk 416-808-7283 upon arrival – there is a phone at the duty
desk or you can have someone call her and she will come down and meet you in
the lobby.
Remember old cards are to be collected if you were issued one and new ones
will be issued, if it is lost, please contact Sgt. Lou Vendramini or Sgt.

inquiry as to whether students from the young offenders facilities whom are
involved with the anti-racism book if could they participate in the poster
contest.

Crime Management Report: Supt. Fenton advised
that the 7 major crime indicators are currently down except for break and
enters which are up 19% year to date. Robberies and shootings have been

S/Sgt Dove advised due to the warmer weather, there will be more attention

Traffic Report:
S/Sgt Dove mentioned there are currently 20 active traffic complaints, 5
which are speeding complaints that are pending due to speed studies. An
officer will spend approximately 2 weeks at the assigned complaint which
includes stop signs, speeding, etc. to determine the importance of
consistent enforcement. There is a pedestrian campaign being held this week
“March Break March Safe” from March 14 – 20.

Safe Schools:
S/Sgt Dove stated that with the $40,000 that was provided to Sir Sanford
Fleming, half of the budget has been used with 25 kids involved in the
production.

Rick G. advised an armband will be approximately $3 each, Yorkdale has
committed $3000.00 with their logo attached. At the BIA board meeting are
considering order several hundred to hand out at their event on June 11th
from 10AM to 5PM possibly to set up a booth and wanted further information
on the armbands.

Rick O. thanked everyone for helping out, overall the event was successful
with approximately 247 attendees and media coverage was provided. He advised

Rick R. advised that Tony had delivered the cheque to Loretto, the only
concern OSAID had was with the girls not being able to stay overnight from
last year, but that will not be an issue for this year.

there are new CPLC identification cards, there are two options as to getting
them: 1. to go to Headquarters on your own time, or 2. schedule a time for
everyone to go. A meeting has been set for June 15th at
Headquarters
in boardroom 10A at 6:30 pm. Anyone arriving early can contact Sherene
Stefaniuk 416-808-7283 upon arrival – there is a phone at the duty desk or
you can have someone call her and she will come down and meet you in the
lobby.
Remember old cards are to be collected and new ones will be issued.

Unit Commander’s Report

Crime Management
Report:
S/Sgt Dove advised there are no changes from last month, down in all major
crime indicators. Currently there are projects on the go including a TAVIS
initiative which takes place Wednesday, Thursday and Friday nights in TTC
subway stations focusing on iPod and cell phone thefts. The Major Crime Unit
is focusing on the theft of expensive tires and rims, they have identified
numerous people involved.
b)
Community Report:
S/Sgt Dove stated that the officers are currently updating the community
asset directory and are assisting the Primary Response Unit with radio
calls.
c)
Traffic Report:
S/Sgt Dove mentioned there are numerous complaints related to speeding,
however speed studies cannot be done due to the weather. For the week of
February 14-20, a Distracted Driving Campaign “Last Call: What Ever You Have
To Say Can Wait” will focus on drivers who talk, text, type, dial or e-mail
using handheld cell phones and other hand-held communications and
entertainment devices.
d)
Safe Schools:
Sir Sandford Fleming received $40,000 for the Mixtape which started 3 weeks
ago, the production will be shown at the end of Month, date to be announced.
Northview is in its 2nd semester, PC Rumney has been involved
with various workshops with the students and teachers, the $200 will be used
to print off posters for their prom. Newtonbrook is looking to invite a
traffic officer to educate the students on drinking, driving and texting,
the $200 will be used for posters and refreshments. There’s no update with
Earl Haig.

Lorrie mentioned the deadline entry date is March 29th, judging
will start April 7th and the final judging will be on April 19th.
The presentation will be held on May 25th at the North York Civic

Yorkdale:
Keith advised that Cops For Cancer will be on May 7th, approximately $63,000 was raised last year.

The event has been
scheduled for the week of May 8-14th, the barbeque will take

Youth/Skate Day:
Rick O. stated that everything is in place for February 18th,
event will take place between 10:00AM to 2:00PM. There will not be a mascot

Tony mentioned that Loretto Abbey is on board, however the only issue is
that the school cannot cover the costs for the teacher.

school will pay for the teacher attending.

Rick R. passed along of the current issue of SNAP which included coverage
from the luncheon. The 12 laptops sold within the division totalled to
approximately $2603.00.

Rick O. enquired if there were any ongoing issues in the Yonge/Lawrence BIA
area.

Keith mentioned it has been a good year for theft from/of autos, the launch
of Lock It Or Lose It was successful.

Tony informed that the OSAID plaque should be added to the year end report.
The Plaque was in recognition for the support 32 Division OSAID committee
rendered to the conference over the past years.

Bill L. advised there
will be a CPAT meeting at their headquarters on February 28th at
7PM.

Gael spoke about the funeral of Sgt. Ryan Russell.
h)
Rick G. advised Toronto Residents in Partnership no longer exists it may be
replaced by Community Unity Alliance at some point. He stated that the CPLC
budget allocations should be prioritized – issues sorted by importance.
i)
Supt. Clarke stated
that as of last Monday he had been transferred to the Chief’s Office. He
wanted to thank everyone for the welcome and opportunity of being at 32
Division. He advised the new unit commander will be Supt. Mark Fenton.
